If you lost your passport then this can only be replaced during office hours. You will need to report your passport lost or stolen at the local police station. They will give you a case number that the Embassy will require. You can then apply for a US passport. Immigration might also need this case number when you transfer the visa from the lost passport to the new passport. So always ask and check ahead of time.
If you gave birth in the country. Then the child needs to be registered in the country and from there you can approach the Embassy to register an American born abroad. See the article on here as to the process.
