US Embassy in Turkmenistan
If you are an American citizen then you can also apply for a new passport or apply for a K1 Visa for your fiancee or K3 visa for your spouse. Speak to the Embassy staff for more information. Now if you have lost your passport then you will need to apply for a new US passport. Firstly you will need to report the lost or stolen passport to the local police. The case number they provide you with will be needed by the Embassy to issue you with a passport or travel document. The local immigration might also need this to move your visa from the lost passport to the new passport.
If you are getting married then you will need all your original documents with you. These include your original divorce decree or death certificate of your last spouse if applicable. It takes 2-3 days to get the document. This letter of no impediment will allow you to get married. The letter needs to be certified, translated into the local language and then certified. You can then register your marriage with the documents.

Ensure that if you are applying for a tourist visa that you have completed the process under the DS160 application. If this is a spouse or fiancee visa then note when back in the US that the I-131 advance parole will also be needed to leave the country again or invalidate your fiancee or spouse visa.
